Yes, in this case, I am going to shame the victim. If she was dressed more appropriately then this probably wouldn't have happened. When you dress like a street worker you should be expecting to draw negative, perverted behaviors towards your body. He's a disgusting maniac for doing this but again it couldn't have happened had she had the decency to cover her nakedness.
