Which patriarchy? Is there any secret society whose top priority is to tell women what to wear or not to wear? Is there any law in western society which forces women to wear a bra? The majority of men don't have any real influence and power in society. Do you really think we can dictate women what to wear or not to wear? Don't overestimate our power. Women have more influence over other women than we do. And they critisize more than men if a women is braless. Either openly or behind her back.
